Default 8-bit serial LCD interface?

I saw various chips claiming the existence of an "8-bit serial" interface for LCD RGB panels, with HSYNC, VSYNC, DOTCLK, ENABLE and 8 data bits.

* What is this interface?
* Which interface chip do I need to connect to a standard 24-bit parallel RGB LCD interface?
