AT90S2313 has only 2k bytes rom and hex file of this isp is 2.53kb,
so how can it loaded to ic??

Don't worry, everything is OK. This file (ISP2313.hex, 2.53K) has the Intel HEX format. Open it to any programmer and you will see that the program does not go beyond the memory of the microcontroller.
