Default stm32f407 clocked at 8MHz drawing 17mA?

I play with pretty naked boards on eBay stm32f407, and I'm surprised the current consumption is higher than I expected at 17mA? Google links shows 200-250uA/MHz - but maybe that's not correct at low frequencies? Notes - - the Board is powered directly using only the 3.3 V output to cut cut finally finally stlink SWD - Board SMD 3.3 V regulator has been soldered. - There are two LEDs with 1K current-limiting resistors - they consume just 2mA - confirmed watching the current difference with the flashes. - The external generator has been tested to be 8MHz with an oscilloscope - current measurements were performed with a series resistor, 1ω, and also directly from the current range meter

What does the pdf say. There are tables with power consumption at various frequencies and with ART/prefetch enabled disabled
