Default Delay the inclusion of LEDs

Need to organize a smooth integration of LEDs.After power-up, the LEDs should light up after 5 seconds.
The scheme should be simple

the ideal option would be to use the PWM. You can use a microcontroller for example AVR or PIC. then you can programmatically select modes
