Default ATMEGA328 running code but with excessive power usage

So, I could or maybe not put 12V on the atmega input pit for a few seconds and now the chip itself takes about 70 mA (I buzzed all IO leads to ground and power lines, so it seems just short) , while basically nothing is connected with the output terminals.

But otherwise it works fine, the code executes and outputs the correct data (it was a controller card for my ARM cluster). I assume that the chip is ruined (since even with the correct output it will probably prepare itself in a few minutes, but I'm curious what exactly can happen with an error inside the chip to cause a partial failure?

Most likely ESD diodes, or something else in I/O ring.
